WHEDA is seeking a Portfolio Risk Officer to join our Risk and Compliance Department in our Madison facility.

Position Overview:

The Portfolio Risk Officer position is responsible for monitoring the risk component for a portion of WHEDA's multifamily and economic development portfolio. This includes ensuring optional returns and minimal loss by measuring asset performance against budget targets, general market/competitor performance, and long-term plans

SALARY: Hiring Range for this position is from $69,246 to $85,734 Annually. Offered Salary will be based on qualifications and internal pay equity. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.

ESSENTIAL DUTIES:
Analyzes financial information (audited financial statements, budgets, debt service coverage ratios), operational (management and occupancy), and physical information of multifamily portfolio. Monitors changes, compliance with legal and regulatory requirements, and other risk issues. Assesses ratings based on these factors that determine loan loss and bond ratings of WHEDA's portfolio. Provides asset management guidance to owners, including escrow analysis and payment, tax analysis and payment, prepayment analysis, matured loan payment analysis, review and interpretation of legal documentation and ownership structure changes. Performs risk analyses and compliance reporting according to different funding sources or program requirements and regularly communicates findings with management. Collaborates with cross-functional internal partners, including Finance, Commercial Lending, Legal, Compliance, IT and/or State or Federal agencies. Presents to WHEDA's Internal Loan Committee (ILC) and Member's Loan Committee (MLC) regarding loan policy/strategy, payoff exceptions, workouts, and troubled properties. Collaborates with the Commercial Lending Team during underwriting to provide expertise in asset management and due diligence, focusing on validation of effective rents, income analysis, loan concentration, expense analysis, and property management company selection. Provides asset management and/or new program input of economic development programs, including but not limited to: Loan Guarantee Program, Micro Equity Program, New Market Tax Credits, Participation Loan Program, and State Small Business Credit Initiative.Regularly communicates with committees regarding watchlist projects and associated risk, as appropriate. Performs preparation and presentation of workout analysis and loan restructuring. Effectively performs property management and asset management duties related to REO properties. Assists with selecting/implementing new and existing software and formulating/modifying new and existing policies, programs, and procedures. Assists with on-going training, mentoring, and education efforts for new hires, internal staff, and external clients. This may include public speaking. Performs or assists with other duties as assigned
QUALIFICATIONS:
Bachelor's degree in Business, Finance, Real Estate, Accounting, Economics or a closely related field AND 3 years of experience in commercial lending, portfolio management, or asset management; OR equivalent combination of education and work experienceAdvanced level in Microsoft Excel
KNOWLEDGE AND SKILLS:
Portfolio and asset management principles, practices, and procedures Risk assessment principles and practices, including risk mitigation techniques • Knowledge of multifamily, economic development, and commercial lending programs • Finance and accounting principles, practices, and procedures • Underwriting principles, practices, and procedures • Financial and data analysis • Real estate market analysis and feasibility • Applicable Federal, State, and local laws, rules, and regulations • Attention to detail, and ability to troubleshoot for process improvement • Customer service principles • Excellent verbal and written communication skills, including preparation of business correspondence • Problem solving skills and ability to work under pressure • Successful prioritizing and management of work projects • Ability to work independently and efficiently • Maintains confidentiality related to internal/ external customers and any other information obtained.
