WHEDA is seeking a Housing Voucher Specialist to join our Compliance team in our Madison facility for a 1-Year Project.

SALARY: Hiring Range for this position is from $23.60 to $28.73 Hourly. Offered Salary will be based on qualifications and internal pay equity. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.

POSITION OVERVIEW:

The Housing Voucher Specialist position provides administrative and technical support for the coordination and administration of housing voucher programs, including Housing and Urban Development (HUD), Housing Choice Voucher (HCV), Moderate Rehabilitation (MR) programs and any other applicable voucher programs.

ESSENTIAL DUTIES:
Assists in coordinating and carrying out the day-to-day operations of housing voucher programs; conducting outreach and training, maintaining systems, processing contracts, applications, certifications, and reexaminations and terminations. Provides housing search and leasing assistance and conducts on-site inspections.Researches, interprets, applies, and communicates State and Federal government (including HUD) regulations, rulings, legal documents, statutory and program requirements, and handbooks related to the voucher program. Guides external customers with this information and ensures that Authority procedures, administrative plans, agreements, contracts, and MOUs follow all regulations and standards.Assesses compliance of participants and owners/agents with federal rules and regulations; works closely with owners/agents, external partners, and HUD staff to ensure compliance and develop plans for resolution when needed; contributes to internal development and updating of compliance monitoring and documentation methods.Receives, identifies, and resolves or refers all participant and owner/agent concerns and complaints regarding program requirements to assure maximum compliance and efficient customer serviceAnalyzes financial information for determining program viability and budget, executing external contracts, determining program participant services, assessing rent reasonableness, and processing contract renewals for applicable programsPrepares, reviews, and maintains program documentation including reports, reconciliation, and financial statements to and from internal and external stakeholders and sponsors.Performs or assists with other duties as assigned.
QUALIFICATIONS:
Associates degree in Business, Finance, Real Estate, Accounting, Economics, or a closely related field AND 3 years of experience related to housing voucher programs or affordable housing compliance; OR equivalent combination of education and experienceValid Driver's License
KNOWLEDGE AND SKILLS:
Knowledge of HUD systems, deadlines, requirements, and Housing Quality Standards (HQS)Data collection and research methodsLeasing, occupancy, and fair housing principlesLoan programs and documentation requirementsHousing regulations, principles, practices, procedures and applicable federal, state, and local lawsAttention to detail, and ability to troubleshoot for process improvementCustomer service principlesExcellent verbal and written communication skills, including preparation of business correspondenceProblem solving skills and ability to work under pressureSuccessful prioritizing and management of work projectsAbility to work independently and efficientlyStrong adherence to confidentiality in working with clients and vendors
